    Summary

    An Edinburgh guest-accommodation operator was preparing for fire-authority engagement. An existing Fire Risk Assessment had identified findings, but the dutyholder needed a practical and auditable way to organise physical work, management actions and supporting evidence.

    Fire Check Scotland produced Fire Safety Action Plan support based on that existing assessment. The plan did not replace or re-label the FRA: it translated its findings into priorities, timescales, ownership, interim controls and close-out evidence.

    Why This Project Was More Complex

    The task was not simply to repeat a list of deficiencies. Each item needed a named route to closure: who should act, when, what temporary control applied, and what evidence would demonstrate completion.

    The plan distinguished items already evidenced, partly evidenced and outstanding. Unevidenced items remained open rather than being treated as complete.

    Key Technical Themes

    • Combustible or flammable storage beneath an escape stair.
    • Incomplete fire-resisting enclosure, fire stopping and compartmentation breaches.
    • A significant fire-door gap.
    • Final-exit locking or security arrangements that could potentially impede escape.
    • Signage, guest fire-action notices, bedroom escape plans and firefighting equipment.
    • Alarm category, monitoring, audibility and keyholder evidence.
    • Written procedures, staff training, drills, logbook checks and assisted evacuation.
    • Emergency-lighting, electrical, PAT and gas records.

    Fire Check Scotland Approach

    FCS set out the issue, priority, timescale, owner or responsible role, interim control and evidence needed to close each action. Where permanent work could not be completed immediately, proportionate interim controls were recorded.

    Close-out requirements included dated photographs, contractor confirmation, certificates, logs and written management procedures. This created an auditable trail without assuming that an instruction or quotation proved completion.

    Outcome

    The dutyholder received a practical roadmap for coordinating contractors, management actions and evidence ahead of fire-authority engagement.

    The plan was not presented as fire-authority approval. This case study does not claim that every action was completed or that compliance was achieved.
