Pre-opening fire risk assessment for a multi-storey aparthotel/sleeping accommodation premises at practical-completion stage.
Summary
Fire Check Scotland assessed a newly refurbished aparthotel-style sleeping accommodation premises shortly before opening. The building included guest apartments, internal escape routes, alarm and detection, smoke-control/AOV provision, sprinkler/suppression features, fire doors, service risers, management handover requirements and guest fire-safety arrangements.
The client needed a practical-completion fire risk assessment that would identify the fire-safety handover evidence and management arrangements required before occupation.

Why This Project Was More Complex
Sleeping accommodation creates higher consequence because guests may be asleep, unfamiliar with the building and dependent on the installed fire safety systems and clear management procedures. Practical-completion status adds a further layer: systems may be installed, but the responsible person still needs commissioning evidence, handover records, cause-and-effect, maintenance arrangements and staff/keyholder procedures.
The assessment therefore had to consider both physical precautions and whether the management system was ready for occupation.

Fire Check Scotland Approach
The report treated the premises as an almost-complete building that still required documented close-out before occupation. It avoided presenting installed equipment as fully evidenced until commissioning, maintenance and handover records had been provided.
The action plan was structured around practical-completion priorities: what had to be confirmed before opening, what needed to be retained in the fire-safety file, and what management procedures had to be finalised before guests occupied the building.
Outcome
The client received a clear pre-opening action plan suitable for coordinating the project team, contractors and management team. The report identified the life-safety documents and procedures required for handover and ongoing management of sleeping accommodation.
